The 5 enrollment stages, in order. 1, Orientation. Complete SDP orientation. As of April 1, 2026, orientation is provided only by the State Council on Developmental Disabilities, in two parts of two hours each. 2, Person-Centered Planning. Work with an Independent Facilitator to write a Person-Centered Plan that states goals, strengths, and needed supports. 3, Individual Budget. SDRC sets an Individual Budget based on the plan and past spending. 4, Spending Plan. The Spending Plan lists the services, providers, and costs that fit the budget and the IPP goal. 5, Services start. After approvals, choose a Financial Management Service, sign agreements, and begin services. A code does not guarantee funding. Funding depends on the IPP goal, Person-Centered Plan, Individual Budget, and Spending Plan, so confirm with an Independent Facilitator or service coordinator.
