FMS and billing, in plain English. A Financial Management Service, called an FMS, handles the money side of the Self-Determination Program. The FMS pays providers from the participant's Individual Budget, keeps records, and handles taxes and reporting. There are three FMS models. Bill Payer: the FMS pays invoices and keeps records, while the participant manages workers directly. Co-Employer: the FMS shares employer duties, such as payroll and taxes, with the participant. Sole Employer: the FMS is the employer of record for workers, and handles payroll, taxes, and compliance. For Caliminds Launchpad, the process is simple. Sam sets up a service agreement with the family's chosen FMS, invoices the FMS after each completed session, and sends monthly written progress summaries, with the participant's consent. SDP families are not billed directly for funded sessions. Caliminds Launchpad is an independent provider, not an SDRC vendor. A code does not guarantee funding. Funding depends on the IPP goal, Person-Centered Plan, Individual Budget, and Spending Plan, so confirm with an Independent Facilitator or service coordinator.
